Construction regulations stipulate that all buildings whose building permits have expired must be put into operation by 1 October 2022., but they have not yet been put into operation, as well as for those buildings for which the building permits issued before the mid-1990s have not set a deadline for the commissioning of the structure. After October 1, 2022, the buildings will automatically be subject to an increased real estate tax (higher penalties). All buildings that have not been "legalized" after September 30, 2022, will face very severe penalties, which will certainly be more expensive than arranging and legalizing the building's documentation.
